I just wonder because we have a tremendous need for foreign language speakers in business and in defense, yet colleges and universities are struggling to fill some vital programs like Arabic and Mandarin (yes, I know these languages are difficult for English speakers).

Foreign language study has been cut from the budget in elementary and middle schools here. The schools had horrible budget deficits and foreign language, art, and music programs are taking the worst hits.

I know that foreign languages are important. My three older children studied Spanish and German and two of them spent considerable time in Europe during summer breaks. My daughter speaks German and Italian and will start learning French this year. My eldest has studied Spanish, Arabic, and Russian–he's got a great aptitude for languages. I'll show him your question. It may give him some inspiration, which he needs at the moment.

One main problem you would face is with pronunciation. We learn a lot by imitation, and if you have no one to imitate then it's harder to learn. Also, you don't have anyone to correct your pronunciation if you say something wrong. Pronunciation isn't simply about being able to sound the word out correctly, either. It is also about intonation and the rhythm of a language. I have met people who are fluent speakers of Japanese, but very difficult to understand because their rhythm and intonation is very off. This is something you learn by listening to the target language over and over. You eventually pick up the "music" of it. You could, to some degree, do this via tapes or video, however, but it is hard to gauge our own progress. If you had no other option, I would suggest audio-taping yourself and listening and comparing to a native speaker.

A second major advantage to learning in a school is that you are a) given much more opportunity to work with the language in a useful way (ie, communication), and b) you are pushed to learn more. When you have class, you are automatically reinforcing what you have learned. Then when you study outside of class, and then when you review for tests or take tests, each of those instances is giving you more practice and review. It's very difficult to simulate that outside the classroom.

I've studied Japanese in the classroom, with a private tutor, and independently, for a few years now, and I can guarantee the best learning I had came from the classroom, simply for the reinforcement.

When you start getting into more complicated grammar patterns and what not, you will likely want someone who understands there to help you as well.

Basically, it is possible to learn to read and write in another language–I'm not going to agree to easy because learning a language is always difficult and takes quite a bit of effort lol. The real question is whether you mostly want to read and write or speak. If your answer is speak, then you really want to try to find a class you can attend, or at least a native speaker who can tutor you. Having a native speaker to work with is invaluable.

I'm really not certain I would advocate spending a lot of money on a school, however. If you have money to throw away then go for it, it's worth it. If money is an issue, then work on your own as best you can, and try to find someone to tutor you. It's possible you could even find a tutor that will exchange skills, such as English for Arabic, or Arabic for guitar lessons, you get the idea lol.

I live in Japan, and constantly exposed to Japanese, and am one of the most motivated studiers I know lol, and I still find myself often wishing I could take a class again. Hope this helps answer your question.
